Nearly Half of Americans Don’t Know Puerto Ricans Are Fellow Citizens

 

More than three million Americans in Puerto Rico are struggling to meet basic needs after a devastating strike from Hurricane Maria, but their plight seems to be attracting far less public or political attention than the woes caused by the recent hurricanes in Texas and Florida.

One potential explanation is the congested news environment. Over the weekend, for instance, President Trump reignited a debate over whether N.F.L. players should kneel during the national anthem, crowding the hurricane out of the headlines.

The lack of functioning power and communications in Puerto Rico has also hindered reporting on the storm.

But another explanation is simpler: Many Americans don’t realize that what happened in Puerto Rico is a domestic disaster, not a foreign one.

А new poll of 2,200 adults by Morning Consult found that only 54 percent of Americans know that people born in Puerto Rico, a commonwealth of the United States, are U.S. citizens. (Because Puerto Rico is not a state, they do not vote in presidential elections, but they send one nonvoting representative to Congress.)

This finding varied significantly by age and education. Only 37 percent of people ages 18 to 29 know people born in Puerto Rico are citizens, compared with 64 percent of those 65 or older. Similarly, 47 percent of Americans without a college degree know Puerto Ricans are Americans, compared with 72 percent of those with a bachelor’s degree and 66 percent of those with a postgraduate education.

Inaccurate beliefs on this question matter, because Americans often supportcuts to foreign aid when asked to evaluate spending priorities. In our poll, support for additional aid was strongly associated with knowledge of the citizenship status of Puerto Ricans. More than 8 in 10 Americans who know Puerto Ricans are citizens support aid, compared with only 4 in 10 of those 

 

Being informed about the citizenship status of Puerto Ricans also modestly increases support for aid. Over all, 64 percent of Americans in the poll who were given no additional information said that Puerto Rico should receive additional government aid to help rebuild the territory, while 14 percent said it was not necessary and 20 percent said they did not know or had no opinion.

But when a random sample of participants was informed that Puerto Ricans were U.S. citizens before answering this question, support for aid increased four percentage points, to 68 percent. These effects were especially large for Republicans (+9 percentage points), Trump voters (+10 percentage points) and Hispanic respondents (+12 percentage points). For example, 67 percent of Trump voters who saw a prompt informing them that Puerto Ricans were U.S. citizens supported additional aid, compared with 57 percent who did not see the prompt.

These findings are consistent with research showing that people tend to allocate contributions in laboratory games toward fellow members of their group. They also underline the pivotal role the news media can play in shaping public sympathies. Previous research has found that competing stories can crowd foreign disasters out of the news, reducing aid provided by the United States.

In this case, the lack of media attention could lead people to ignore Puerto Rico’s plight. Our sympathies for other people depends in part on whether we see them as fellow members of our tribe. Without more coverage, it may be easy to forget that the people suffering are our fellow Americans.

Morning Consult data was collected from Sept. 22-24, 2017, among a national sample of 2,200 adults. The interviews were conducted online, and the data was weighted to approximate a target sample of adults based on age, race/ethnicity, gender, educational attainment and region.

A law designed to protect American ship-building is limiting aid delivery to Puerto Rico

In the aftermath of hurricane Maria, Puerto Rico is dealing with horrifying devastation. One thing that could help with a recovery that’s bound to be long and difficult is opening the ports to emergency-supply-laden foreign boats. Plenty such boats come and go to the US that could be deployed for that task, but there’s a catch: They’re not allowed to unload their wares on the island.

Under a long-standing US law, the 1920 Merchant Marine Act, all the transportation of goods between US ports has to be done by US vessels exclusively. This means that ships from other countries can’t transport supplies between US harbors. That limits the number of available boats, even in unusual, extreme situations such as what Puerto Rico is experiencing now.

In the wake of past natural disasters, the US has temporarily lifted the rule, known as the Jones Act after its sponsor, senator Wesley Jones. The Department of Homeland Security did that earlier this month in response to hurricanes Harvey and Irma, which hammered the Gulf and Atlantic Coasts.

But the federal agency has kept the Jones Act in place after Maria hit Puerto Rico, despite pleas by several Puerto Rican members of Congress. A group of lawmakers is asking Homeland Security, the agency that oversees the rule, to waive it for a year. “Temporarily loosening these requirements—for the express purpose of disaster recovery—will allow Puerto Rico to have more access to the oil needed for its power plants, food, medicines, clothing, and building supplies,” they wrote in a letter to Homeland Security acting secretary Elaine Duke.

The agency says the situation in Puerto Rico after Maria is different than that of regions on the mainland after Harvey and Irma, since those hurricanes put some high-capacity fuel pipelines out of commission. Boats were therefore needed to move those supplies, it said.

The agency’s assessment is that there are sufficient boats to serve Puerto Rico. “The limitation is going to be port capacity to offload and transfer cargo, not vessel availability,” it said in a statement.

Indeed, some gridlock has already emerged in Puerto Rico: Containers are piling up at ports as goods arrive faster than trucks can haul them away, according to local reports. But longer term, increasing the supply of delivery boats would help Puerto Rico, which was already in dire straits before the arrival of Maria.

The island has been stuck in a downward economic spiral for years. Its weakened economy is overly dependent on imports; for example, they account for more than 80% of its food supplies. Those and other goods are mostly delivered by just three US transportation companies. The result, according to a government-commissioned report by former International Monetary Fund economists: Puerto Rico pays twice as much for imports from the US as neighboring US Virgin Island, which is exempted from the Jones Act.

The Homeland Security Department says under law, it can only waive the Jones Act for purposes of national security, and that the potential cost savings of lifting the law “is not material to our decision-making.”

Under the Act, for a ship to be allowed cabotage, or transportation of goods and people between two harbors in the same country, it has to satisfy all three of these conditions: be US built, US owned, and US-flag-carrying (which means the ship is registered as American). The law’s original intent was to fortify the US ship building industry after World War I. Nearly 100 years later, that goal is no longer realistic. Only five large shipyards survive in the country, and the number of American-built vessels has shrunk dramatically: between 2006 and 2011, the US-built, owned, and operated fleet shrank 17%, according to a study by the Grassroot Institute of Hawaii. That means there’s only so many boats that meet all three conditions available to deliver goods in Puerto Rico.

Some locals have long argued for the permanent suspension of the Jones Act, saying it’s crippling Puerto Rico’s economy. The fact that the US is refusing to lift it even temporarily in the midst of a major emergency does not bode well for their cause.

Гледо сам синоћ последњи Бенонов интервју и скроз ми чудан био. Понаша се и говори ко стаљиниста малтене, а што је још чудније, понаша се и говори ко да је део администрације и даље. Оно што је он говорио везе нема ни са либертаријанизмом ни са либерализмом уопште.

Мислим, највише је говорио о национализму и протекционизму у сфери економије, а што се тиче богатих људи, називао их је разним именима, ал нема нигде "они су радни људи који су ту због свог рада", него вазда подилажење масама, које је иначе хвалио и којима се заправо у интервјуу обраћао. Чак је и отворено говорио о Трамповом "популизму", само што је за њега "популизам" да си патриота, да те разумеју широке радничке масе, које желиш да штитиш разноразним баријерама које постављаш ка споља, и да се бринеш пре свега за њихову добробит.

До сад сам имао скроз другачији утисак о њему. Ил је ово део њихове нове стратегије у којој траже подршку маса да одраде оно што би хтели, или су скроз скренули у популизам да би опстали на власти. А и сад ми је његова улога у целој причи још мање јасна, с обзиром да је спектакуларно најурен из кабинета.

Мислим да га ниси пратио пажљиво. Никад није био другачији. И наравно да цела та прича

Не знам, из онога што сам видео, деловао ми је вазда као екстремно паметан лик. Ставови му били мало ектремни, ал опет из онога што сам прочитао доста се ту и додавало. Рецимо, везе с везом нема да је он антисемита, чак га и ционисти воле до лудила. И вазда се залагао за неке либертаријанске ствари.

Оно синоћ... Врло могуће да га нисам пратио добро до сад, ал ми делује ко да имају потпуно нов план, који се заснива на сукобу широких маса и "елитиста". И не делује ми да ће Америкама лепо да буде у наредне две до три године ако ти планови крену да се остварују.

Američki predsednik Donald Tramp opasno je razljutio Engleze jer je pre 20 godina rekao za pokojnu princezu Dajanu da je luda, ali da bi ipak spavao sa njom!

Tramp je ovo izjavio pre 20 godina gostujući na radiju u čuvenom šou Hauarda Sterna. Prošle godine se neko prisetio ovog Trampovog ispada, ali je predsednik tada negirao da je ikad nešto ovako izgovorio. Međutim, sada je osvanuo snimak u kojem se jasno čuje kako Tramp tvrdi da bi rado spavao sa princezom.

"Ona je bila prelepa! Sreo sam je nekoliko puta i spavao bi sa njom bez razmišljanja", izjavio je Tramp.

Stern ga je upitao zašto ljudi misle da je egoistično što Tramp tvrdi da je mogao da spava sa princezom.

"Mogli ste da je 'kresnete', zar ne?", upitao je Hauard.

"Da, mislim da sam mogao", rekao je svojevremeno Tramp.

Kako prenose britanski mediji, Tramp je u istom intervju zbijao šale kako bi princezu Dajanu naterao i da se testira na HIV.

"Rekao bi da uđe u moj novi Leksus, da je tamo čeka jedan doca da joj odradi pregled", šegačio se Tramp na račun mrtve princeze.

 

Pojedini mediji prenose i da je Tramp svojevremeno uhodio princezu, što ju je veoma plašilo. Američki predsednik, tada uspešan biznismen, je Dajani gotovo svakodnevno slao bukete cveće koji su vredeli i po nekoliko stotina dolara.

Navodno je Tramp nakon Dajanine tragične smrti izjavio da mu je žao što on i Dajana nikad nisu bili par.

Pa logicno... znaju ljudi da postoji normalan svakodnevni svet i iza njihovih vila i miliona, kamo srece da svi bogatasi imaju tu sposobnost da ne izgube svest o spoljnom svetu jednom kad udju u taj balon miliona koje im ostavi cale ili tako nesto pa im kompleks vise vrednosti ne da mira dok ne postanu precednik :D:D:D
