Krugman: Obama, spremi taj novčić

Vašington -- Nobelovac Pol Krugman smatra da bi predsednik Obama mogao da pristupi kontroverznom rešenju za dugove SAD – kovanju novčića vrednog hiljadu milijardi dolara.

 

"Da li bi Obama trebalo da bude spreman za izradu tog novčića ako republikanci pokušaju da uguraju Ameriku u bankrot? Da, apsolutno. Pred njim su dva rešenja, jedno je suludo, ali bezopasno, a drugo je takođe suludo, ali bi imalo katastrofalne posledice“, naveo je Krugman u svojoj kolumni.

Bizarno (bezopasno) rešenje ukratko izgleda ovako: američka administracija bi mogla da iskoristi rupe u zakonima i Ustavu kako bi iskovala novčić od platine i dodelila mu neverovatnu vrednost od 1.000.000.000.000 dolara.

Ministarstvo finansija bi „novčić od bilion dolara“ položilo na svoj račun u Federalnim rezervama, a zatim po potrebi povlačilo sredstva (pravi novac) i otplaćivala dugove. Tako bi bila izbegnuta gornja granica zaduživanja koju određuje Kongres.

Prema nekim prognozama, posle borbe oko „fiskalne litice“, republikanci su spremni da odbiju novo podizanje granice duga, ucene Obamu blokadom i pokušaju da iscede nove mere štednje, što bi kao posledicu imalo to da SAD ne bi bile u stanju da plaćaju svoje obaveze.

Neki analitičari tvrde da bi to moglo da se desi već 15. februara, prenosi „Hafington post“.

"Na taj način bi imali dovoljno keša da zaobiđu ograničenja Kongresa, a ne bi napravili značajnu ekonomsku štetu. Onda, zašto da ne?“, zapitao se Krugman u svojoj kolumni u „Njujork tajmsu“ pod naslovom „Budi spreman da iskuješ taj novčić“.

On je dodao da je lako „sesti i reći da smo ozbiljni ljudi koji treba da pristupe realnim rešenjima“, ali da je to moguće samo ako ste „četiri godine živeli u pećini“.

„Ako rešenje prema kome bi se limit duga proglasio neustavnim propadne, upotrebite novčić“, naveo je Krugman.

Inače, ovaj neverovatan manevar ima sve više podrške u SAD, a čak postoji i peticija na zvaničnoj stranici Bele kuće koju je potpisalo više hiljada ljudi. I analitičari Blumberga su naveli da rešenje „iako suludo“, zvuči mnogo bolje od potresa koji bi izazvao američki ulazak u bankrot.

Uprkos tome što se čini nemogućim da se rastući problemi u najjačoj ekonomiji sveta reše baš ovako, i stručna javnost i političari se sve više bave „novčićem“. Pojedini istaknuti republikanci već spremaju i zakonske predloge kojima bi „zakrpili“ rupe u regulativi i sprečili Obaminu administraciju da napravi ovakav potez.

Inače, kontroverzni zakon koji sada omogućava američkoj administraciji da se sa "novčićem izvuče iz fiskalne litice" omogućava da Ministarstvo izrađuje novčiće i novčanice kojima se odaje počast znamenitim ličnostima ili obeležavaju jubileji i važni događaji. Ključ je što u tom zakonu nigde nije precizirana vrednost niti tačna namena takvog novca.

Obama Announces Plan to Forgive All Student Loans

President Obama announced a plan today to forgive 100 percent of all federal student loans in the country.

 

In a speech in Scranton, PA the president told an assembled crowd that it was unfair to hold college graduates to promises they made as students and outlined his vision for ending all student loan payments by the end of the year.

 

"Just because someone borrowed a bunch of money doesn't mean they have to pay it back," he explained to a friendly crowd at Scranton University. "This isn't 19th century England. This is America. And in America we've always believed in second chances.

 

"In today's economy a university education is more important than ever. Where would successful people like Bill Gates, Steve Jobs, Tom Hanks, Brad Pitt or Mark Zuckerberg be without their college diplomas? These days skipping college just isn't an option, but neither is continuing to pay for increasingly expensive tuition.

 

"We need colleges to teach our young people useful skills like sociology, gender studies and postmodern Moldovan literary analysis. But the most important thing we need to teach them is responsibility. And what better way to teach responsibility than to hold these banks accountable for the terrible loans they've made."

 

 

Nor a Lender Be

 

The student loan burden in America is estimated at over $1 trillion, with most of that in the federal government's hands. There are an estimated 40 million student loan borrowers who hold an averageof $24,000 of debt between them. The cost of a college education in the U.S. has risen 600% since 1980, much faster than inflation.

 

Although since the financial crisis the level of other types of debt such as mortgages and credit cards has fallen, student loan debt has continued to rise alarmingly. Some economists have called this trend a crisis, as heavy loan burdens discourage consumer spending and housing sales among the young.

 

Many liberal activists have called for the type of loan forgiveness Obama announced today. Conservative economists, however, have called for the government to leave the market altogether, noting that cheap government loans allow students to artificially bid up the price of higher education.

 

Under Obama's plan all $900 billion in federal student loans will be wiped out on Nov. 1, and no further payments need be made after that date. The loss of revenue will add significantly to the U.S. government's deficit, although the cost would be spread out over several years.

 

The reaction among recent college graduates to the program has so far been ecstatic. Ryan Howard, a local paper salesman and graduate of Scranton University's MBA program, says he can't wait to have his debt forgiven.

 

"My wife, Kelly, has expensive tastes and we have another baby on the way," he explains. "I could really use the money."
