  1. Metropolitan Seraphim of Kythira is accused of the fact that during the service the doors of the temple were open to all comers, and the bell rang before the service. On March 21, 2020, it became known that the mayor of the Greek city of Kythira, Stratos Harhalakis, ordered the arrest of Metropolitan Seraphim (Stergiulis) of Kythira and Antikythera for performing the Divine Liturgy, reports Lifo.gr publication. According to the publication, Metropolitan Seraphim of Kythira was arrested after having performed the worship in the Cathedral of the Holy Cross Exaltation, contrary to the decision of the authorities that banned all religious rites in the country due to the coronavirus. Moreover, as emphasized in the publication, the doors of the temple were open to all comers, and the bell rang before the service. The decision to arrest the metropolitan "disturbed public opinion and wakened the mayor’s anger." He stated that "no one can be above the law." The metropolitan, arriving at the island’s police station, told the police that he had not yet received the encyclical sent by Archbishop Hieronymos.   2. The mission parishes of the Jamaican Orthodox Mission have voted to join the Russian Orthodox Church Outside of Russia and are in the process of being received. The mission initially began on April 24, 2015, as the Holy Orthodox Archdiocese in Jamaica—a Vicariate of the Greek Orthodox Metropolis of Mexico of the Patriarchate of Constantinople. The mission was established in response to the efforts of a young Jamaican, Moses Myers, a former member of a Pentecostal Holiness denomination who converted to Orthodoxy in March 2014. As Myers told OrthoChristian.com, the Jamaican Mission consists of two mission parishes including 15 baptized and chrismated Orthodox faithful, 7 catechumens, and over 30 inquirers. The mission is currently working to establish other communities across the island. On Saturday June 1, the core group of parishioners from both parishes met to discuss the current state of the mission. Prior discussions had been taking place since January. Some of the concerns raised included internal and external factors that had been negatively affecting the mission for an extended period of time, one of which was the need for a full-time priest. Other concerns stemmed from the fact that outside of Kingston there was no work being done to establish another parish in the North. There were also concerns regarding the current tensions brewing in global Orthodoxy, especially within the Patriarchate of Constantinople. On Sunday December 8, a combined meeting of both parishes was held to discuss concerns over the priest serving the mission at that time. Additionally, concerns were again raised in regards to the mission itself, as it was believed that, despite efforts made by certain individuals to keep the mission afloat, the mission had been neglected by the Metropolis of Mexico over the years. As such, the recommendation to transfer the mission to another jurisdiction was revived, and it was decided that the matter would be carefully considered by everyone, pending a final decision On December 15, both the Northern and Southern communities unanimously agreed for the Mission to be transferred to ROCOR. Met. Hilarion has instructed Vladyka Luke of Syracuse, Vicar of the Eastern American Diocese, to receive the Mission into ROCOR, the process of which has already begun, Myers explained. Several ROCOR priests have already indicated a willingness to visit and assist the Mission, and the Church is working on finding a permanent priest. ROCOR has assisted the Mission since its beginning, sending books, CDs, and other materials. The Mission has been served by a number of visiting priests since its founding. The Holy Synod of the Patriarchate of Constantinople unexpectedly decided to remove the exarchate status of the Archdiocese of Russian Churches in Western Europe, telling the parishes that they had to become part of the Patriarchate’s Greek metropolises. However, the clergy and faithful of the Archdiocese then overwhelmingly voted to remain together as an ecclesiastical body. They are actively considering several options for their future, the most likely being to join the Moscow Patriarchate, which has the backing of the Archdiocese’s hierarch, Archbishop John of Chariopoulis, though there are certainly those members who actively oppose returning to the Russian Church. On August 9, the parishes of the former Exarchate received two documents, one with a proposal from the Patriarchate of Constantinople, and the other with a proposal from the Moscow Patriarchate. The clergy and parishioners have until September 7 to consider the two proposals, when the Archdiocese’s next General Assembly will be held to take a vote, “either to preserve its identity, specificity, and traditions under the Patriarchal omophorion of Moscow,” or “to abandon the past, becoming a vicariate without a future,” Abp. John wrote in his address accompanying the letters, reports the Independent Gazette. The 24-page document from Constantinople is, “in fact, the same statutes that the parishes of the Russian tradition live by today, but with all the references to the Archdiocese as a territorial and legal entity replaced with ‘vicariate,’ with the addition of ‘the Gallic Orthodox Metropolis, in the canonical jurisdiction of the Constantinople (Ecumenical ) Patriarchate.” Whereas the statutes previously proclaimed the independence of the Exarchate, they now note that decisions can be made only with the “consultation” or “approval” of Metropolitan Emmanuel of Gaul. Metropolitan Emmanuel previously sent a letter with a proposal for the churches within his territory to become a vicariate to the priests of the Archdiocese. His letter stipulated the “the preservation of the existing association, which will continue to manage the property belonging to it, and to function according to its own statutes, probably with some necessary adaptations.” The new Constantinople letter makes clear that the “necessary adaptations” are to strip the Archdiocese of its former freedom, as Abp. John comments. Moreover, both Met. Emmanuel’s letter and the present proposal apply only to the churches in France. No offer has been made for the parishes throughout the rest of Western Europe. “We are not talking about the preservation of the Archdiocese, but only about the preservation of its French part,” Deacon Alexander Zanemonets explained to the Gazette. Noting that Abp. John would be able to take actions only with the consent of Met. Emmanuel, Dcn. Alexander commented that “the proposal of the Russian Orthodox Church should be considered both in the context of the Romanian refusal and in the context of this Constantinople option.” As Dcn. Alexander explained, the Romanian Patriarchate offered the Archdiocese to join it only temporarily, and required a canonical release from Constantinople. “But since the Archdiocese is no longer part of the Patriarchate of Constantinople, there cannot be any canonical release,” the clergyman explained. Meanwhile, as he notes, the Moscow Patriarchate’s latest offer “corresponds to what was originally discussed.” That is, His Holiness Patriarch Kirill’s winter letter and the final proposal are identical, with all the features of the entire Archdiocese being preserved, including the independence of the Archdiocese in all internal decisions. “That is, in fact, the only change is that the Patriarch of Moscow will be commemorated instead of the Patriarch of Constantinople, while the structure of the internal life of the Archdiocese remains the same,” Dcn. Alexander explained. And, importantly, the Moscow proposal allows the Archdiocese to quickly elect diocesan and vicar bishops. Abp. John’s age has been a point of concern for the Archdiocese, but there has been no hope of electing successor bishops under Constantinople. A delegation from the St. Andrew the First-Called Foundation in Russia will travel to Jerusalem for the ceremony of the Holy Fire and then deliver the sacred flame to Russia and a number of other countries, including the United States, the Foundation’s press service told RIA-Novosti. “The delegation of the St. Andrew’s Foundation will deliver the Holy Fire from the Church of the Resurrection of Christ in Jerusalem to Moscow for the Patriarchal Paschal service in Christ the Savior Cathedral. The delegation will be headed by the chairman of the Board of Trustees of the St. Andrew Foundation Vladimir Yakunin and the representative of the Russian Orthodox Church Archbishop Matthew of Egorev, vicar of His Holiness the Patriarch of Moscow and All Rus’. Traditionally, the delegation of the St. Andrew the First-Called Foundation will include public and state figures, clergymen, cultural figures, journalists, and businessmen. In all, about 100 people,” the message reads. The Holy Fire will be delivered to various cities throughout Russia from Vnukovo Airport in Moscow. “In addition, it is planned to deliver the Holy Fire to Germany, Latvia, the U.S., and Estonia,” the press service’s message informs. The bringing of the Holy Fire to the Russian Orthodox Church is carried out within the framework of the Foundation’s program “Ask for Peace in Jerusalem.” Also as part of this program, the delegation will read a special prayer for peace in the Holy Land together with His Beatitude Patriarch Theophilos of Jerusalem. Cherkassy, Ukraine, March 14, 2019 Criticizing the tomos of autocephaly given to the Ukrainian schismatic church by the Patriarchate of Constantinople is now being seen as a criminal offense in Ukraine. Seven employees of the Security Service of Ukraine (SSU), the nation’s successor to the KGB, the Ministry of Internal Affairs, and the Prosecutor’s Office spent four hours searching the apartment of Ukrainian writer Oleg Slepinin, accused of publishing articles under a pseudonym in Russian outlets, the Security Service’s press service reports. The search took place yesterday, resulting in the officers confiscating several personal items. He is accused of condemning the creation of the so-called “Orthodox Church of Ukraine” and the granting of the tomos of autocephaly on January 6. “In the Cherkassy Province, the SSU blocked the spread of provocative anti-Ukrainian materials, aimed at inciting religious enmity,” the statement reads. The Security Service also earlier accused hierarchs and priests possessing a pamphlet explaining the schism in Ukraine of inciting religious enmity and even treason. The computer, laptop, phone, flash drives, diplomas, books with autographs, and business cards, etc. of the winner of international literary awards were seized during the search, religious scholar and historian Dmitry Skvortsov reported on Facebook. According to him, Slepinin has no lawyer. He had just been released from the hospital a week prior, having been treated for hypertensive crisis. According to an order from Ukrainian Minister of Culture Evgeny Nischuk, the Uniates will be allowed to serve the Divine Liturgy in the Cathedral of St. Sophia, one of the most ancient Orthodox churches in the city, on the feast of the Annunciation on March 25/April 7. The head of the Ukrainian Greek Catholics Svyatoslav Shevchuk announced the upcoming service during a service on February 17. As has been stated before, the common goal of the schismatic church and the Uniates is to create a single Kiev Patriarchate that will be recognized by both Rome and Constantinople. And on January 17, Shevchuk stressed his belief that no one church can lay claim to St. Sophia’s, but that it is “a meeting place for all descendants of the St. Sophia Church of Kiev.” The church currently belongs to the Ukrainian government. However, not everyone is happy with these plans. Philaret Denisenko, the “Patriarch” of the schismatic “Kiev Patriarchate” (KP) and “Honorary Patriarch” of the schismatic “Orthodox Church of Ukraine,” the ideological leader of the Ukrainian schismatic-nationalist movement, is concerned about how Ukrainian Orthodox will react, and, resorting to his typical Russophobia, about the possibility of provocations from the Kremlin. In an address to Shevchuk published on the KP website, Denisenko asked him not to serve in St. Sophia’s because “it’s like if one of the Orthodox primates celebrated the Divine Liturgy in the Cathedral of the Holy Apostle Peter in Rome.” The Ministry of Culture seems to have waivered in its decision following the statement by the ideological schismatic leader. In his message, Philaret calls the Uniate plans to celebrate Annunciation in the Orthodox cathedral “unusual,” because, he says, the Ukrainian Uniates have never served there, and he recalled that the enthronement of “Metropolitan” Epiphany Dumenko, the primate of the schismatic church, was recently held there. Uniates contend, however, that St. Sophia’s was transferred to them for a time beginning in 1596. According to Orthodox ecclesiology and canons, it is forbidden for non-Orthodox to serve at an Orthodox altar, though Denisenko focuses only the possibility of negative reactions. He stresses that if the Uniates serve there, “it will cause resistance from Orthodox Ukrainians… At a time when there is a war for the independence and integrity of Ukraine in the eastern part of our country, we are called to testify and maintain peace and unity in society.” Moreover, the “Patriarch” fears, as he often does, how the Kremlin will respond: “There is a danger that this situation can be used by Russia to carry out provocations to harm the Ukrainian people.” Thus, Philaret urges Shevchuk to give up the idea of serving in St. Sophia’s and expresses hope that the “Orthodox Church of Ukraine” and the Uniates will continue to develop good relations. Interestingly, following the publication of Denisenko’s letter, the Ministry of Culture posted a message on Saturday that the Uniates were not allowed to serve in St. Sophia’s, as that would harm the great UNESCO monument, though the message was soon removed, reports the Ukrainian site Strana, with a screenshot of the removed message. Many Ukrainian leaders, including the Minister of Culture himself, and the Parliament Speaker Andrei Paruby, are Uniates. Ovruch, Ukraine, February 25, 2019 The Soviet times were a time of totalitarian pressure on the human conscience, just as now there are lying attempts to involve people in the new ‘church,’ said His Eminence Metropolitan Vissarion of Ovruch and Korosten in a new interview on the diocesan site. “In those days, several teachers and the military Commissar told me: ‘You believing Church people work for the West, America, the CIA.’ Now they tell my team and I another lie: ‘You work for Moscow, the Kremlin,” Met. Vissarion said, showing the similarities between Soviet Ukraine and today’s Ukraine. The hierarch recalled how the KGB threatened to arrest him for distributing morning and evening prayers, and now the authorities harass him for standing firm in his loyalty to the true Church of Christ. The Ovruch Diocese overwhelmingly declared its loyalty to the canonical Ukrainian Orthodox Church and its primate His Beatitude Metropolitan Onuphry of Kiev and All Ukraine on December 10. Among other things, the authorities created a fake Facebook page in his name to spread schismatic propaganda. They also installed a fake billboard in the city with his photo and text claiming that he blessed the creation of the so-called “Orthodox Church of Ukraine.” Met. Vissarion also said that only 4 of the 220 clergy in his diocese moved into the schismatic church after its creation on December 15. Vladyka Vissarion suspended them for breaking their priestly oath, after which a new wave of slander crashed upon him. Now, as in the years of Soviet oppression, it is necessary to protect the flock and read special prayers. “We say: Our Church in Ukraine—it’s not Putin’s, not Poroshenko’s, but our Lord Jesus Christ’s; its administrative center is in the Kiev Caves Lavra, headed by His Beatitude Metropolitan Onuphry. And this Church is recognized by Patriarch Theophil of Jerusalem and all the Local Churches,” the Ovruch hierarch explained. He also stressed that the Church’s mission is to help people be purified and grow spiritually. “Through our Church there is the possibility, by God’s grace, to put on Christ and to go into eternity with such joy,” Met. Vissarion said.   8. Two members of an art collective were detained for flinging holy water at the Moscow mausoleum containing Vladimir Lenin's corpse, in an apparent bid to resurrect the revolutionary leader. In video footage of the incident published by news site Grani.ru, artists Oleg Basov and Yevgeny Avilov can be seen emerging from a nearby church and approaching the mausoleum with two bottles of water labeled with crucifixes. Basov and Avilov, members of the art collective Blue Horseman, then managed to bypass a security gate before flinging holy water at the walls of the mausoleum while chanting “Arise and be gone!” Their performance, entitled “The Exorcist: Desecration of the Mausoleum” took place on Monday, when Orthodox Christians celebrated Epiphany — a religious holiday marking the baptism of Jesus. The two men were soon apprehended and taken to a nearby police station, where they were detained overnight, police monitoring site OVD-Info reported. Basov and Avilov now face charges of disorderly conduct, which is punishable by a fine of up to 2,500 rubles ($38) or 15 days in jail. Vladimir Lenin, whose embalmed corpse has been housed in the mausoleum since shortly after his death in 1924 barring a wartime evacuation, was one of the founding fathers of the Bolshevik party.   9. The Romanian Holy Synod met today under the chairmanship of His Beatitude Patriarch Daniel for its first session of 2019. Among the agenda items was the ongoing crisis situation in Ukraine. In a January interview, Archbishop Daniel of Pamphylia of the Ukrainian Orthodox Church of the USA, one of Constantinople’s two Exarchs to Kiev who helped prepare for mid-December’s scandalous “unification council,” predicted that the Greek and Romanian Churches would be the first to recognize and accept, by the end of February, the so-called “Orthodox Church of Ukraine” that was created by Constantinople at the “council” and given a tomos of autocephaly on January 6. In his opening remarks, Pat. Daniel spoke about the tension in Ukraine and noted that there are currently 127 parishes in Ukraine with Romanian communities, calling on the Holy Synod to consider their pastoral care, reports the Basilica News Agency. These parishes, mainly in northern Bukovina, are reportedly very troubled by the recent events in Ukraine. The Synod made several points about the Ukraine situation in the official communiqué on the session’s results. The bishops first note that the schisms in Ukraine have persisted for 30 years and that there was not even an appeal for pan-Orthodox mediation, as was done in the case of the schism in Bulgaria. Seeing this impasse, the Ecumenical Patriarchate granted a tomos of autocephaly to the hierarchs, clergy, and laity who were in schism from the Russian Church and the entire Orthodox Church. As the Synod notes, this tomos was accepted only by those Ukrainians not in communion with the Russian Church. It is important to note here that the Romanian Church thus still considered the members of the so-called “Orthodox Church of Ukraine” to be schismatics when they received the tomos on January 6, even after they were received by the Patriarchate of Constantinople on October 11. Therefore, ecclesiastical unity has not yet been achieved in Ukraine, “because there is a large population of Russian ethnicity that keeps a direct link with the Moscow Patriarchate,” the Romanian Synod writes. However, the canonical Ukrainian Church under His Beatitude Metropolitan Onuphry of Kiev and All Ukraine remains by far the largest Church in Ukraine, with millions of ethnic Ukrainians also remaining faithful to the Church that is an autonomous body within the Russian Church. The Synod then reiterates the view expressed at it May 24 and October 25 sessions, recommending that the Moscow and Constantinople Patriarchates find a solution to the conflict through dialogue, preserving the unity of the faith, respecting the administrative-pastoral freedom of the clergy and faithful of Ukraine (including the right to autocephaly), and restoring Eucharistic communion. In their October statement, the bishops emphasized that synodality is “a permanent necessity in the life of the Church.” In the event of the failure of bilateral dialogue, then it will be necessary to convene a Synaxis of the primates of the Orthodox Church to solve the problem, the Synod writes. For a concrete decision, priority will be given to the consideration of the 127 Romanian parishes at a future Synod session.   10. An article from the latest issue of the Greek Orthodox gazette “Orthodox Tipos.” The author, Demetrios Anagnostou, is a well-known theologian and publicist. The practice of Church Tradition in the fight with heresies and schismatics that threaten the unity of the Church is never just protest and a canonical fight with cunning theories and schismatic (anti-canonical) actions, but at the same time, the condemnation of those Church actors who support them and act accordingly. [Note: Of course, today, after an entire century of ecumenist propaganda beginning with the release of the infamous Patriarchal encyclical of the Patriarchate of Constantinople in 1920 “To the Churches of Christ Everywhere” (where heretical communities are first called the “Church of Christ”!), which is considered the charter for ecumenism, led by the Ecumenical Patriarch, we have reached the point where for us “conciliarity” and “pan-Orthodox” have imposed the abolition of the terms “heresy” and “heretics” in the Church-Synodal lexicon, whereby any document condemning delusions and confirming the existence of other churches beyond the bounds of the Orthodox Church are considered unnecessary! (see the decisions of the Crete “Council”)]. It is significant that in Church history it often happens that corresponding heresies and schisms are fixed under a name not only from the content of the relevant theories (for example: Monophysites, Theopaschites, iconoclasts, papists, etc.), but also from the names of their inspirers, leaders, and creators (for example: Arianism, Nestorianism, Paulicians, etc.). In the twentieth century, for the first time in Church history, this traditional practice was successfully artificially neutralized in respect to the emergence and development of the modern heresy of ecumenism, which, according to the great Serbian dogmatician St. Justin (Popović), is a pan-heresy. It happened and continues to happen mainly because this heresy (undeclared, despite the obviousness of it) is still allowed (if not protected) by the majority of the Local Orthodox Churches. Moreover, it’s connected with the fact that in several cases, the bearers and supporters of this particular heresy are themselves the heads of the Local Orthodox Churches. The most significant of these cases and the most serious and dangerous precedent is the example of Patriarch Bartholomew of Constantinople, who is not only a bearer of the modern pan-heresy, but also its leader, main patron, and guide. This is not a subjective assessment and not a private opinion, but a common conviction that is proven and unconditionally confirmed on the basis of the official and public actions, statements, and texts of this patriarch—the primate of the once glorious and Orthodox See of Constantinople. Thanks to his office, Patriarch Bartholomew has managed to remain untouchable for a long time, avoiding canonical confrontation and accusations, although he often provokes the feelings of all the Orthodox faithful (pastors and flocks) by his clearly anti-Orthodox and anti-canonical actions and purely heretical beliefs. He is himself (according to his own statement) a faithful continuer of the line of his predecessor—the Mason, Patriarch Athenagoras, who was dedicated to syncretism and pan-religion. This line is treasonous to Orthodoxy. Day by day it becomes clearer and more obvious that Patriarch Bartholomew is striving for the proclamation of and his actual appointment as the second (Eastern) Pope, and for the transformation of the Patriarchate of Constantinople into a super-Patriarchate recognized on the international political and Church level—the new Eastern Vatican (of course, in the worst case scenario)! Recently, this open leader and defender of the Church-fighting pan-heresy of ecumenism, after the traumatic (for him) experience of attempting to subjugate world Orthodoxy by the sadly infamous “Holy and Great Council” organized by him and convened two years ago on Crete, chose a “new way” for the spreading and strengthening of his power, and, accordingly, his theories about an “Eastern Pope.” Bartholomew now follows the tried and tested method of “divide and conquer” (including causing a schism in the body of the Church), such that he himself and his plans are weakened in the short term but in the long term undermine the power and influence of those who dared to hamper the realization of his great dream, the convening of the first Ecumenical (ecumenistic) Council, the purpose of which was to synodically legitimize the pan-heresy of ecumenism in a pan-Orthodox fashion. In particular, Ecumenical Patriarch Bartholomew, known for his vindictive character (as the Greek Church has learned from bitter experience), has carried out his plan for an indirect schism in the flock and the ecclesiastical (jurisdictional) dissection of his Church “opponents”—those who oppose his ambitions to become a super-Patriarch and to make the Patriarchate of Constantinople the Eastern “Vatican.” These opponents, besides the Moscow Patriarchate, are the ancient Antiochian and Serbian Patriarchates. For the sake of his own interests and in connection with his obligations and service to the well-known political superpower (the U.S.), the ambitious Patriarch could (as we will probably see in the near future) “lead” two more dioceses of other Patriarchates (after Ukraine) to “autocephaly” and turn them into Phanar satellites. Here we are talking about Montenegro (a metropolia of the Serbian Patriarchate) and the dioceses beyond the borders of Syria (in neighboring states), which belong to the jurisdiction of the Antiochian Patriarchate! After the political events connected with the so-called “Macedonian” issue, the candidate for “victim” in the Phanariot’s plans is also the so-called “Macedonian Church” (canonically referred to as the Ohrid Archdiocese), which is also the canonical territory of the Serbian Patriarchate and has for many years been in a state of schism, isolated and not recognized by the Orthodox world. Positioning himself as a faithful keeper and scrupulous defender of the historical rights of the Patriarchate of Constantinople (as he fancies himself), he completely ignores the rights of the rest of his brothers, and is prepared, putting on the guise of defender of the autonomy and fighter for the independence of Local Church administration and structures, to miraculously restore schismatics, to unconditionally recognize them, and to sow ecclesiastical controversies and schisms (clearly violating Orthodox ecclesiology and introducing, despite his own assurance to the contrary, ethnic and secular-state criteria in the sphere of Church decisions). In view of the above, given the “tomos of autocephaly” recently presented to the schismatic formation of the new “church” of Ukraine (circumventing the one and only canonical Orthodox Church that exists there, against the will of the Moscow Patriarchate, which has canonical authority there), the thesis that Patriarch Bartholomew has become a real threat to the Orthodox East is confirmed. We should not forget that this threat continues to corrode Orthodoxy and undercut the unity of the Orthodox Church, and it ultimately serves to prepare the majority to recognize the pseudo-council of Crete, which is the completion of a fruitless theological dialogue with papists and the restoration of full communion with those who have from of old deliberately fought against our faith and our family! This threat, aimed directly at the Orthodox faith and the unity of the Eastern Orthodox Church, should be canonically neutralized as quickly as possible by Orthodox hierarchs around the world located in the lands of those who preserve the right faith, esteeming themselves as pastors of the Church, who have vowed to pass on the inviolable covenants and to observe the sacred rules and statutes of the holy Orthodox Church of Christ. When Sékou Touré of Guinea decided in 1958 to get out of french colonial empire, and opted for the country independence, the french colonial elite in Paris got so furious, and in a historic act of fury the french administration in Guinea destroyed everything in the country which represented what they called the benefits from french colonization. Three thousand French left the country, taking all their property and destroying anything that which could not be moved: schools, nurseries, public administration buildings were crumbled; cars, books, medicine, research institute instruments, tractors were crushed and sabotaged; horses, cows in the farms were killed, and food in warehouses were burned or poisoned. The purpose of this outrageous act was to send a clear message to all other colonies that the consequences for rejecting France would be very high. Slowly fear spread trough the african elite, and none after the Guinea events ever found the courage to follow the example of Sékou Touré, whose slogan was “We prefer freedom in poverty to opulence in slavery.” Sylvanus Olympio, the first president of the Republic of Togo, a tiny country in west Africa, found a middle ground solution with the French. He didn’t want his country to continue to be a french dominion, therefore he refused to sign the colonisation continuation pact De Gaule proposed, but agree to pay an annual debt to France for the so called benefits Togo got from french colonization. It was the only conditions for the French not to destroy the country before leaving. However, the amount estimated by France was so big that the reimbursement of the so called “colonial debt” was close to 40% of the country budget in 1963. The financial situation of the newly independent Togo was very unstable, so in order to get out the situation, Olympio decided to get out the french colonial money FCFA (the franc for french african colonies), and issue the country own currency. On January 13, 1963, three days after he started printing his country own currency, a squad of illiterate soldiers backed by France killed the first elected president of newly independent Africa. Olympio was killed by an ex French Foreign Legionnaire army sergeant called Etienne Gnassingbe who supposedly received a bounty of $612 from the local French embassy for the hit man job. Olympio’s dream was to build an independent and self-sufficient and self-reliant country. But the French didn’t like the idea. On June 30, 1962, Modiba Keita , the first president of the Republic of Mali, decided to withdraw from the french colonial currency FCFA which was imposed on 12 newly independent African countries. For the Malian president, who was leaning more to a socialist economy, it was clear that colonisation continuation pact with France was a trap, a burden for the country development. On November 19, 1968, like, Olympio, Keita will be the victim of a coup carried out by another ex French Foreign legionnaire, the Lieutenant Moussa Traoré. In fact during that turbulent period of African fighting to liberate themselves from European colonization, France would repeatedly use many ex Foreign legionnaires to carry out coups against elected presidents: – On January 1st, 1966, Jean-Bédel Bokassa, an ex french foreign legionnaire, carried a coup against David Dacko, the first President of the Central African Republic. – On January 3, 1966, Maurice Yaméogo, the first President of the Republic of Upper Volta, now called Burkina Faso, was victim of a coup carried by Aboubacar Sangoulé Lamizana, an ex French legionnaire who fought with french troops in Indonesia and Algeria against these countries independence. – on 26 October 1972, Mathieu Kérékou who was a security guard to President Hubert Maga, the first President of the Republic of Benin, carried a coup against the president, after he attended French military schools from 1968 to 1970. In fact, during the last 50 years, a total of 67 coups happened in 26 countries in Africa, 16 of those countries are french ex-colonies, which means 61% of the coups happened in Francophone Africa. In March 2008, former French President Jacques Chirac said: “Without Africa, France will slide down into the rank of a third [world] power” Chirac’s predecessor François Mitterand already prophesied in 1957 that: “Without Africa, France will have no history in the 21st century” At this very moment I’m writing this article, 14 african countries are obliged by France, trough a colonial pact, to put 85% of their foreign reserve into France central bank under French minister of Finance control. Until now, 2014, Togo and about 13 other african countries still have to pay colonial debt to France. African leaders who refuse are killed or victim of coup. Those who obey are supported and rewarded by France with lavish lifestyle while their people endure extreme poverty, and desperation. It’s such an evil system even denounced by the European Union, but France is not ready to move from that colonial system which puts about 500 billions dollars from Africa to its treasury year in year out. We often accuse African leaders of corruption and serving western nations interests instead, but there is a clear explanation for that behavior. They behave so because they are afraid the be killed or victim of a coup. They want a powerful nation to back them in case of aggression or trouble. But, contrary to a friendly nation protection, the western protection is often offered in exchange of these leaders renouncing to serve their own people or nations’ interests. African leaders would work in the interest of their people if they were not constantly stalked and bullied by colonial countries. In 1958, scared about the consequence of choosing independence from France, Leopold Sédar Senghor declared: “The choice of the Senegalese people is independence; they want it to take place only in friendship with France, not in dispute.” From then on France accepted only an “independence on paper” for his colonies, but signed binding “Cooperation Accords”, detailing the nature of their relations with France, in particular ties to France colonial currency (the Franc), France educational system, military and commercial preferences. Below are the 11 main components of the Colonisation continuation pact since 1950s: #1. Colonial Debt for the benefits of France colonization The newly “independent” countries should pay for the infrastructure built by France in the country during colonization. I still have to find out the complete details about the amounts, the evaluation of the colonial benefits and the terms of payment imposed on the african countries, but we are working on that (help us with info). #2. Automatic confiscation of national reserves The African countries should deposit their national monetary reserves into France Central bank. France has been holding the national reserves of fourteen african countries since 1961: Benin, Burkina Faso, Guinea-Bissau, Ivory Coast, Mali, Niger, Senegal, Togo, Cameroon, Central African Republic, Chad, Congo-Brazzaville, Equatorial Guinea and Gabon. “The monetary policy governing such a diverse aggregation of countries is uncomplicated because it is, in fact, operated by the French Treasury, without reference to the central fiscal authorities of any of the WAEMU or the CEMAC. Under the terms of the agreement which set up these banks and the CFA the Central Bank of each African country is obliged to keep at least 65% of its foreign exchange reserves in an “operations account” held at the French Treasury, as well as another 20% to cover financial liabilities. The CFA central banks also impose a cap on credit extended to each member country equivalent to 20% of that country’s public revenue in the preceding year. Even though the BEAC and the BCEAO have an overdraft facility with the French Treasury, the drawdowns on those overdraft facilities are subject to the consent of the French Treasury. The final say is that of the French Treasury which has invested the foreign reserves of the African countries in its own name on the Paris Bourse. In short, more than 80% of the foreign reserves of these African countries are deposited in the “operations accounts” controlled by the French Treasury. The two CFA banks are African in name, but have no monetary policies of their own. The countries themselves do not know, nor are they told, how much of the pool of foreign reserves held by the French Treasury belongs to them as a group or individually. The earnings of the investment of these funds in the French Treasury pool are supposed to be added to the pool but no accounting is given to either the banks or the countries of the details of any such changes. The limited group of high officials in the French Treasury who have knowledge of the amounts in the “operations accounts”, where these funds are invested; whether there is a profit on these investments; are prohibited from disclosing any of this information to the CFA banks or the central banks of the African states .” Wrote Dr. Gary K. Busch It’s now estimated that France is holding close to 500 billions African countries money in its treasury, and would do anything to fight anyone who want to shed a light on this dark side of the old empire. The African countries don’t have access to that money. France allows them to access only 15% of the money in any given year. If they need more than that, they have to borrow the extra money from their own 65% from the French Treasury at commercial rates. To make things more tragic, France impose a cap on the amount of money the countries could borrow from the reserve. The cap is fixed at 20% of their public revenue in the preceding year. If the countries need to borrow more than 20% of their own money, France has a veto. Former French President Jacques Chirac recently spoke about the African nations money in France banks. Here is a video of him speaking about the french exploitation scheme. He is speaking in French, but here is a short excerpt transcript: “We have to be honest, and acknowledge that a big part of the money in our banks come precisely from the exploitation of the African continent.” #3. Right of first refusal on any raw or natural resource discovered in the country France has the first right to buy any natural resources found in the land of its ex-colonies. It’s only after France would say, “I’m not interested”, that the African countries are allowed to seek other partners. #4. Priority to French interests and companies in public procurement and public biding In the award of government contracts, French companies must be considered first, and only after that these countries could look elsewhere. It doesn’t matter if the african countries can obtain better value for money elsewhere. As consequence, in many of the french ex-colonies, all the majors economical assets of the countries are in the hand of french expatriates. In Côte d’Ivoire, for example, french companies own and control all the major utilities – water, electricity, telephone, transport, ports and major banks. The same in commerce, construction, and agriculture. In the end, as I’ve written in a previous article, Africans now Live On A Continent Owned by Europeans! #5. Exclusive right to supply military equipment and Train the country military officers Through a sophisticated scheme of scholarships, grants, and “Defense Agreements” attached to the Colonial Pact, the africans should send their senior military officers for training in France or French ran-training facilities. The situation on the continent now is that France has trained hundreds, even thousands of traitors and nourish them. They are dormant when they are not needed, and activated when needed for a coup or any other purpose! #6. Right for France to pre-deploy troops and intervene military in the country to defend its interests Under something called “Defence Agreements” attached to the Colonial Pact, France had the legal right to intervene militarily in the African countries, and also to station troops permanently in bases and military facilities in those countries, run entirely by the French. French military bases in Africa When President Laurent Gbagbo of Côte d’Ivoire tried to end the French exploitation of the country, France organized a coup. During the long process to oust Gbagbo, France tanks, helicopter gunships and Special Forces intervened directly in the conflit, fired on civilians and killed many. To add insult to injury, France estimated that the French business community had lost several millions of dollars when in the rush to leave Abidjan in 2006 the French Army massacred 65 unarmed civilians and wounded 1,200 others. After France succeeded the coup, and transferred power to Alassane Outtara, France requested Ouattara government to pay compensation to French business community for the losses during the civil war. Indeed the Ouattara government paid them twice what they said they had lost in leaving. #7. Obligation to make French the official language of the country and the language for education Oui, Monsieur. Vous devez parlez français, la langue de Molière! A French language and culture dissemination organization has been created called “Francophonie” with several satellites and affiliates organizations supervised by the French Minister of Foreign Affairs. As demonstrated in this article, if French is the only language you speak, you’d have access to less than 4% of humanity knowledge and ideas. That’s very limiting. #8. Obligation to use France colonial money FCFA That’s the real milk cow for France, but it’s such an evil system even denounced by the European Union, but France is not ready to move from that colonial system which puts about 500 billions dollars from Africa to its treasury. During the introduction of Euro currency in Europe, other european countries discovered the french exploitation scheme. Many, specially the nordic countries, were appalled and suggested France get rid of the system, but unsuccessfully. #9. Obligation to send France annual balance and reserve report. Without the report, no money. Anyway the secretary of the Central banks of the ex-colonies, and the secretary of the bi-annual meeting of the Ministers of Finance of the ex-colonies is carried out by France Central bank / Treasury. #10. Renonciation to enter into military alliance with any other country unless authorized by France African countries in general are the ones with will less regional military alliances. Most of the countries have only military alliances with their ex-colonisers! (funny, but you can’t do better!). In the case France ex-colonies, France forbid them to seek other military alliance except the one it offered them. #11. Obligation to ally with France in situation of war or global crisis Over one million africans soldiers fought for the defeat of nazism and fascism during the second world war. Their contribution is often ignored or minimized, but when you think that it took only 6 weeks for Germany to defeat France in 1940, France knows that Africans could be useful for fighting for la “Grandeur de la France” in the future. There is something almost psychopathic in the relation of France with Africa. First, France is severely addicted to looting and exploitation of Africa since the time of slavery. Then there is this complete lack of creativity and imagination of french elite to think beyond the past and tradition. Finally, France has 2 institutions which are completely frozen into the past, inhabited by paranoid and psychopath “haut fonctionnaires” who spread fear of apocalypse if France would change, and whose ideological reference still comes from the 19th century romanticism: they are the Minister of Finance and Budget of France and the Minister of Foreign affairs of France. These 2 institutions are not only a threat to Africa, but to the French themselves. It’s up to us as African to free ourselves, without asking for permission, because I still can’t understand for example how 450 french soldiers in Côte d’Ivoire could control a population of 20 millions people!? People first reaction when they learn about the french colonial tax is often a question: “Until when?” For historical comparison, France made Haiti to pay the modern equivalent of $21 billion from 1804 till 1947 (almost one century and half) for the losses caused to french slave traders by the abolition of slavery and the liberation of the Haitian slaves. Metropolitan Varsonofy of St. Petersburg and Ladoga “The arc will be brought to all dioceses of the Russian Orthodox Church,” Metropolitan Varsonofy of St. Petersburg and Ladoga was quoted as saying by the local metropolia. The arc is now being made, the metropolitan said. It will contain the relics of all new martyrs whose remains have been obtained. The event will be held to mark the 100th anniversary of the October Revolution. The names of several dozens of people who died for faith in the years after the revolution are now known, and over 1,000 of them have been called new martyrs.
